@Rees, you should be able to use any 24V lithium ion charger as long as the connector matches up.

After a rebuild of a Tailwind 24V battery do you need to do anything to the controller or any thing else?

Rather than rebuild to 24v, I upgraded two Tailwinds to 36v with modern current control sine-wave controllers. The controllers are only about £50 with the LCD and they give a much better control system with instant response and they make the motor much smoother and quieter. At 36v, the Tailwind is more like a normal electric bike rather than the wet blanket it is at 24v. The motor is quite capable of handling 48v, so 36v is no problem at all.
